PSNP PROBLEMS IN DUNCAN VILLAGE

A number of concerns have been raised by the School Governing Body in Duncan Village regarding the management of Primary School Nutrition 
Programme in the area. The response from the Eastern Cape Department of Health is as follows -: Despite the hiccups in the management of 
the PSPN feeding of school children is going smoothly. The problems that have been raised by the Chairperson of the School Governing Bodies 
are not unique to the area. They are found in many parts of the province. These include -: Inconsistency in the delivery of food stuffs to 
the schools which is mainly caused by suppliers not able to deliver on time and high demand of such food stuffs coupled with the need to 
maintain quality of such food. Delay in the payment of service providers e.g. sub-contractors due to late submission of Proof of Delivery 
slips. Lack of monitoring of service delivery by officials employed to oversee the implementation of PSNP.
The Eastern Cape Department of Health as a department that is tasked with administering PSNP in the province has taken some steps in 
ensuring that the primary objectives of the programme are complied with. Among the steps that have been taken include -:
The reviewal of the financial management of the programme. A new system will be implemented in July. Reorganisation of district 
coordination with specific reference on monitoring and reporting of the progress and challenges. Building capacity for district managers to 
be able to deal with communities and other stakeholders. Community involvement in the decision making regarding implementation of the 
programme at local level. Redeployment of staff both at provincial and district levels to achieve the objectives of the programme.
